Early Life and Education

Prof. Ikechukwu Ozoemenam Agbagwa, the surviving son of Chief Geoffrey and Lolo Comfort Agbagwa (both of blessed memory), was born on Monday, 9thAugust 1971. He started his primary education in 1976 at Community School, Emeabiam and completed in 1982 at Development Primary School Umuokpo-Emeabiam, Owerri-West L.G.A, Imo State. His father, a Headmaster Special Class, was the head teacher in both primary schools, while his mother was his first primary school teacher. He attended Archdeacon Dennis Junior Seminary Mbieri, Imo State where he obtained the General Certificate of Education Ordinary Level in 1987. He holds a Bachelor of Science in Botany (1992), Master of Science in Botany (1997) and Doctor of Philosophy in Plant Science & Biotechnology (2002), all from the University of Port Harcourt.

Career Beginnings and Growth

Prof. Agbagwa began his working career in 1995 during his postgraduate programme as Laboratory Demonstrator in the Department of Botany (now Department of Plant Science & Biotechnology), University of Port Harcourt, and part-time lecturer in the Science Laboratory Technology Programme (SLTP) where he taught Genetics, Microscopy and Histochemical Techniques. He was an environmental consultant/expert to the Health, Safety & Environment Department of the Nigerian Agip Oil Company from 2002 to 2007. He gained full employment through a competitive interview into the Department of Plant Science & Biotechnology, University of Port Harcourt in 2005 as Lecturer 1, and rose to the Senior Lecturer cadre in 2008. He became a Reader in 2012. After a rigorous academic assessment and interview process between 2015 and 2016, Agbagwa was announced Professor of Plant Taxonomy & Molecular Biology with effect from October 1, 2015. Prof. Agbagwa has been involved actively in teaching, research, mentoring and forming academic linkages, and has supervised more than sixty undergraduates, five post-graduate diplomas, fourteen Masters of Science (M.Sc.) and eight doctoral (Ph.D.) in Biosystematics and Taxonomy, Plant Biotechnology, Ecology and Environmental Management.He has been External Examiner at undergraduate and postgraduate levels to 4 universities. Agbagwa has over 120 scientific research publications in local and international journals in form of peer reviewed journal articles, book chapters and technical papers. He has attended uncountable local and international conferences, short courses, trainings, and workshops in Plant Science & Biotechnology, Health, Safety & Environment, Quality Assurance in Higher Education and Higher Education Administration, and Leadership. With the support of the 8th Vice Chancellor, Prof. Agbagwa as Director, Quality Assurance & Quality Control, facilitated trainings and workshops for university administrators (Provost, Deans, Heads of Departments, Directors of Centres and Institutes, and other senior staff) and students for proper alignment with 21st century Higher Education requirements and standards. 
In the month of July, 2023. The Vice Chancellor, University of Port Harcourt, Prof. Owunari A. Georgewill, appointed Prof. Ikechukwu O. Agbagwa, former Deputy Centre Leader, as the new Centre Leader, Africa Centre of Excellence in Oilfield Chemicals Research (ACE-CEFOR), University of Port Harcourt.

Postdoctoral Research Work

Phase I: Microsatellite Marker (SSR), Sequence-Related Amplified Polymorphism (SRAP) and Amplified Fragment Length Polymorphism-Resistance Gene Analogue (AFLP-RGA) based genetic diversity studies on the genus Cajanus.

Objectives:

  • Molecular characterization of set of 30 Cajanus genotypes (cultivated and wild) using SSR, SRAP and AFLP-RGA molecular marker systems
  • Evaluation of genetic relationship among these genotypes to select most diverse parents for generating genetic resources
  • Comparative assessment of the efficacies of the aforementioned molecular systems in diversity and phylogenetic studies using appropriate software

 

Phase II: Integrating the genomes of Cajanus with that of Vigna through cross-transferability and phylogenetic experiments.

Objectives:

  • Cross-transferability of 100 established Vigna SSRs to Cajanus to increase genetic resources in Cajanus
  • Determining the level of relationship through allele richness parameters i.e. number of alleles/ locus, proportion of polymorphic loci, number of transferable alleles;
  • Determining allele evenness (i.e. effective number of alleles, observed heterozygosity and expected heterozygosity) and calculating genetic distance measures using Jaccard’s similarity values
  • Diversity Analysis Software (POWERMARKER and DARwin)

Phase III: Isolation, characterization and phylogenetic analysis of resistance gene analogues (RGAs) in wild and cultivated Cajanus

Objectives:

  • Cloning of novel RGAs responsible for disease resistance using PCR based methods
  • Characterization of cloned RGAs in comparison with already known R-genes from other crops
  • Phylogenetic analysis based on DNA sequences/protein sequences of RGAs in combination with known R-genes
  • Phylogenetic analysis and construction of a neighbour-joining tree using MEGA software, etc.

    My duties include but not limited to:

    • Ensuring quality assurance and quality control in teaching, learning and research in the University by:
    • Ensuring strict compliance with University’s resumption dates, lecture and examination periods thereby facilitating compliance with the University’s academic calendar and guaranteeing global best practice in Higher Education
    • Regular evaluation of efficiency in teaching and learning using the Student Course Evaluation System and Lecture Monitoring. (Course Evaluation as a means of checking teaching quality and learning outcomes was introduced under my watch as Director Quality Assurance & Quality Control)

     

    • Central coordination of lecture and examination timetables of the university, thereby eliminating lecture and examination venue clashes and attendant frustration on staff and students
    • Ensuring constant provision of adequate and conducive teaching, learning and research environment in the university. During this period, all lecture halls and theatres have been installed with functional multimedia systems, projectors, and screens for lectures in power point mode.
    • Ensuring quality control of academic programmes and curriculum in the university.
    • Collaborating with the Academic Planning Unit to ensure successful accreditation of academic programmes of the University by the National Universities Commission.
    • Facilitating regular training of staff to meet the demands of the 21st century teaching and learning

     

    • Monitoring the activities of the University-wide Quality Assurance & Quality Control and SERVICOM Committees
    • Coordination of SERVICOM activities of the University
    • Ensuring efficient and effective quality service delivery in all service windows in the University in line with the University’s SERVICOM Charter
    • Receive, collate and manage complaints and proposals from the University community, and propose solutions for improving efficiency in university administration.

Nigerian Agip Oil Company Limited (NAOC) Port Harcourt

Duties were preparation of Scope of Work for Environmental Studies; in-house technical review/verification of the content and quality of Environmental Studies reports (Environmental Impact Assessment-EIA, Environmental Evaluation Study-EES, Post Impact Assessment-PIA, Environmental Audit-EA) submitted to NAOC by external consultancy firms before turning in

 

to DPR/FMEnv; I supervised to completion more than fifteen (15) environmental studies for different project within the period. Development of Pilot Plan for management of Water hyacinth in NAOC operational areas.

 

NAOC-HSE Rep at the National Forum on Natural Gas Utilization, Abuja (2002-2003) – Forum was targeted at actualization of the Federal Government Gas Flare Down Policy initially set in 2004 and chaired by Dr. Ime Okopido (then Minister of State – Environment)

2007 till date

Federal Ministry of Environment, Abuja Nigeria

Appointed and retained by the Hon. Minister, Federal Ministry of Environment (FMEnv) Abuja as    

Environmental Impact Assessment (EIA) Review Panel Member for developmental projects. Duties include

expert/professional evaluation and assessment of the quality/adequacy of ecological components (baseline data/information) of the EIA of each developmental project; Evaluation of Impact Assessment methods and Mitigation Measures for each EIA, etc.

2012 to 2016

World Bank/West African Agricultural Productivity Programme (WAAPP-Nigeria)

Lead Lecturer/Consultant, Technical Trainings & Workshops on World Bank Environment & Social Safeguard

Policies, and Implementation of Environmental and Social Management Plan (ESMP) under World Bank/

WAAPP-Nigeria Project. Conducted ESMP at National Institute for Freshwater Fisheries Research (NIFFR), New Bussa, Niger State and WAAPP-Nigeria supported activities at Federal University of Agriculture, Abeokuta, Ogun State.
